Monroe, LA – According to the Monroe Police Department, this incident occurred on Sunday.
It happened in the 1800 block of North 18th Street.
Monroe Police Department officers responded to a report of two individuals passed out in a vehicle while at a flashing yellow traffic light.
The responding officers noticed a crack rock and a metal pipe between the driver’s legs.
His name is Charles Bailey Hogue and he was arrested.
The 31-year-old passenger was holding a crack pipe on his upper right leg.
His name is Elbert Haven Higgs and he was arrested.
Both suspects were booked into the Ouachita Correctional Center and were both charged with Possession of a Controlled Dangerous Substance and Possession of Drug Paraphernalia.
